Role Overview
We are seeking a dedicated and skilled Legal Officer to join our dynamic legal team. In this role, you will provide expert advice and guidance on property matters to the Homebuy and Property Compliance teams, contributing to the successful delivery of the council’s objectives and priorities.
As a Legal Officer, you will have the opportunity to shape and deliver high-quality legal support, ensuring the council’s values and behaviours are embedded in all that we do. You will work collaboratively with colleagues, partners, and stakeholders to help build a sustainable and highly effective organisation, enhancing the council’s reputation for delivering exceptional value to residents.

Key Responsibilities
In this role, you will:

  • Prepare legal documents and provide advice in areas including Right to Buy, lease extensions, collective enfranchisement, licences for alterations, Discount Market Sale, Private Sector Leasing, and routine acquisitions of land.
  • Manage the creation and discharge of mortgages.
  • Assist lawyers with investigations of property titles and first registration of title.
  • Contribute to the procedural aspects of compulsory purchase orders.
  • Develop, update, and maintain standard and non-standard legal documentation.
  • Provide support in drafting legal advice and documentation for routine matters related to Planning, Highways, or Licensing.
  • Offer exceptional client care, ensuring progress updates are regularly communicated.
  • Collaborate on the supervision and training of junior Legal Officers, interns, or Legal Assistants.
  • Undertake any additional duties in line with the post’s grading, as required.

To progress to grade P01, the postholder must demonstrate responsibility and achievement in areas such as:

  • Design and development of documentation.
  • Supporting senior legal staff in specialised tasks.
  • Supervising and mentoring junior colleagues.
  • Ensuring high-quality, timely delivery of legal services.

Skills and Experience
The ideal candidate will have:

  • A law degree or equivalent qualification.
  • Knowledge of property law, with a willingness to develop expertise in key areas.
  • Experience working in a local government environment.
  • Knowledge of Local Government law or equivalent expertise.
  • Strong communication skills, both oral and written, with the ability to engage effectively at all levels.
  • Excellent organisational and prioritisation skills, with the ability to work independently and manage a diverse workload.
  • A commitment to continuous professional development, particularly in Planning, Highways, or Licensing law.
