ROLE PURPOSE:

As the Temporary Accommodation and Procurement Manager, you will play a crucial role in managing our temporary accommodation teams and overseeing the procurement processes. Your responsibilities include maintaining suitable and well-maintained temporary accommodations, managing supplier contracts, ensuring compliance with health and safety regulations, and fostering effective stakeholder relationships. In addition, you will deputize for the Property & Place Manager when necessary.


KEY RESPONSIBILITIES:

Team Management: Lead and manage a team of dedicated staff, including recruitment, induction, and performance management, to ensure high-quality service delivery.

Customer Focus: Maintain the highest standards of professional practice, understanding customer requirements, and continually improving services to exceed expectations, resolving customer complaints effectively.

Diversity and Inclusion: Promote a culture of diversity and inclusion both internally and externally, collaborating with partners to achieve business objectives.

Performance Metrics: Ensure achievement of key performance indicators and service standards related to temporary accommodation and procurement.

Legislative Knowledge: Stay updated on relevant housing legislation, landlord and tenant laws, and housing acts, advising on changes impacting the service.

Financial Efficiency: Manage budgets effectively, explore new revenue streams, and support innovation to enhance performance while managing risk.

Homelessness Prevention: Work to prevent homelessness by increasing the supply of affordable private rented accommodation, in line with statutory changes and compliance requirements.

Move-On Initiatives: Implement measures to facilitate cost-effective transitions from temporary to private rented accommodation and minimize costly nightly accommodation.

Tenant Management: Address breaches of tenancy conditions and anti-social behavior appropriately, including legal action and court representation when necessary.

Fraud Prevention: Prevent landlord fraud and collaborate with the Corporate Anti-Fraud Service in identifying and prosecuting abuses of process.

Property Standards: Provide technical support on private sector property standards, manage dilapidation and disrepair issues, and advise on repairs and insurance claims.

Budget Management: Collaborate with the Property & Place Manager to manage budgets across procurement, hostels, and repairs, ensuring invoice authorization and identifying savings.

Service Improvement: Work with the Property & Place Manager to develop and implement procedures, projects, and initiatives aimed at enhancing service effectiveness and fulfilling the Housing Strategy.


QUALIFICATIONS:

Bachelor's degree in a relevant field (preferred)

Proven experience in housing or property management

Strong knowledge of housing legislation and regulations

Excellent leadership and team management skills

Financial acumen and budget management experience

Strong communication and stakeholder management skills
