Exciting Opportunity: Join London's Premier Council as a Private Housing Standards Officer

One of London's most developed councils, located in the vibrant West London area, is actively seeking a highly motivated Private Housing Standards Officer to join their esteemed Environment department. This is a crucial role that will contribute directly to the enhancement of the private sector housing stock in the borough, ensuring it meets the growing housing needs of its residents.

Position: Private Housing Standards Officer
Compensation: Up to £37 per hour (Umbrella PAYE)
Work Pattern: Monday to Friday. 9 am - 5 pm (One hour Lunch Break)
Duration: Initial 4-month contract (possibility of extension)
Location: Hybrid role with visits around the borough, primarily in the Hammersmith area

Your Role and Responsibilities:

As a Private Housing Standards Officer, your primary objective will be to investigate and address complaints related to poor private-sector housing conditions. You will play a pivotal role in improving dwelling conditions across the borough through a combination of informal and formal enforcement actions, as well as policy development.

Key responsibilities include:

  1. Investigating and resolving complaints: You will thoroughly investigate reports of inadequate housing conditions and provide technical guidance and advice to rectify these issues. Collaboration with landlords will be encouraged to ensure compliance with required standards and the overall improvement of housing conditions.
  2. Ensuring compliance with standards: Monitoring compliance with the council's housing standards and national legislation, such as the Housing Health & Safety Rating System (HHSRS) and Housing Management Regulations, will be a crucial aspect of your role. You will take appropriate enforcement action when necessary, particularly in relation to houses in multiple occupations (HMOs).
  3. Property surveys and assessments: Conducting surveys and inspections of complex buildings, you will utilize your expertise to assess housing conditions using the HHSRS. When needed, you will prepare schedules of work to address any identified issues.
  4. Implementing licensing schemes: You will play an instrumental role in implementing the licensing schemes mandated by the Housing Act 2004 and the Management of Houses in Multiple Occupation (England) Regulations 2006. This will involve managing the Mandatory, Additional, and Selective Licensing Schemes within the borough.
  5. Driving service improvement: Take on projects and initiatives, such as energy efficiency programs and Setting the Standard 2 Inspections, to enhance the delivery of the service. These projects may align with the wider environmental and housing agenda, showcasing your dedication to improving the community.
Skills and Experience Required:


  • To excel in this role, you should possess the following qualifications and skills:
  • Formal qualification in Environmental Health, Building Surveying, Construction, or a related field. Substantial experience in the field may be considered in certain circumstances.
  • Recognized HHSRS enforcement training course completion.
  • Proficiency in interpreting the law pertaining to the Housing Act 2004, and Housing and Planning Act 2016, and identifying breaches.
  • Comprehensive knowledge of relevant legislation surrounding Private Sector Housing, particularly regarding Houses in Multiple Occupations (HMOs).
  • Experience in inspecting residential properties, including those with multiple occupants, for issues like disrepair and fire safety.
